Oil trade groups: Drilling deregulation could create 190,000 jobs

Almost 190,000 jobs could be created by 2013 if offshore drilling returns to pre-spill levels, according to a study sponsored by two oil trade groups, the National Ocean Industries Association (NOIA) and the American Petroleum Institute (API).

The study, conducted by Quest Offshore Inc., found that if permits for exploration and drilling returned to historic levels, and if backlogged requests were granted, 400,000 jobs could be supported across the United States with a GDP increase of $45 billion by 2013.

“The president says he wants ideas for putting Americans back to work right now,” said Jack Gerard, API president, during a conference call today. “So we urge him, again, to take a look at policies that will encourage oil, and domestic gas development.”

It's an unfortunate example of how policies in Washington are harming American jobs and also squelching energy production at a time when consumers are paying $4-per-gallon for gasoline.Fortunately, not everyone in the nation's capital is content with higher prices and fewer jobs. Today the U.S. House considers the first of several bills that directly addresses energy and jobs. Lawmakers will vote today on legislation that requires the Obama administration to conduct oil and natural gas lease sales in the Gulf of Mexico and in the waters offshore Virginia.

It's a welcome change from the anti-drilling policies first imposed by the Obama administration one year ago. On May 6, 2010, the first moratorium on Gulf drilling took effect, followed by a longer ban that lasted until October. But even after it was lifted, few deepwater permits have been issued.

The long-term implications are disastrous for America. That prompted House Natural Resources Chairman Doc Hastings (R-WA) to pursue a remedy through legislation. Today's vote would ensure that companies continue energy development by requiring lease sales. Two other bills would speed up the permitting process and craft a long-term plan for offshore lease sales."What we're proposing is to lower gas prices, create American jobs, which ironically will help drive up government revenues, and ultimately, in the wake of all the turmoil we've seen in the world, create an environment in which we are energy independent or on a path to energy independence," Rep. Peter Roskam (R-IL) explained yesterday.

Even without the president's signature, the legislation has already had a positive impact. After it passed in committee, the Obama administration promised to hold one lease sale in 2011. (Ever since 1958, there has been at least one lease sale every year.) But while one lease sale is better than none, Hastings isn’t satisfied. He wants the Obama administration to hold four lease sales before June 2012 -- including one off the coast of Virginia.

Aside from creating new jobs and discovering new sources of energy, the lease sales contribute a substantial sum of revenue for the federal treasury. In 2008, the offshore industry paid $9.4 billion for bids on new leases. Last year, that figure dropped to $979 million in lease bids.

The drop in revenue is a reflection of the Obama administration's anti-energy policies. And lease sales are only part of the equation. According to the government's own Energy Information Administration, production in the Gulf of Mexico will drop by 190,000 barrels per day. That means less money from royalty payments on offshore rigs as well.

Faced with mounting criticism, the Obama administration has defended its policies as a safety precaution following last year's oil spill. But one year later, the Bureau of Ocean Energy Management, Regulation and Enforcement is issuing drilling permits at such a slow pace that it's hard to swallow the explanation.

At the same time, the Obama administration and Democrats in Congress are seeking new ways to penalize energy businesses. As Curtis Dubay and Nick Loris write on The Foundry, a proposal from Senate Finance Chairman Max Baucus (D-MT) would significantly increase taxes paid by U.S. oil and gas companies competing abroad -- exactly the wrong approach with gas prices on the rise.

Meanwhile, job creators like Leslie Bertucci and Randall Stilley continue to bear the brunt of the Obama administration's misguided policies. Bertucci, who told us last month about her company's struggle to survive, has dipped into personal savings to avoid layoffs.

Stilley didn't have that option at Seahawk. And he's not optimistic about what the future holds under this administration."As an American," he told us, "you never want to look at your own government and say they’re hurting you personally, they're hurting your business and they're doing it in a way that's irresponsible. I'm not very proud of our government right now and the way they handled this."

Unfortunately, thats exactly what this administration is doing.

Block, Delay, & Tax: Hastings Outlines the White House Approach to Stop American Energy Production

With gas prices on the rise and job creators plagued with uncertainty, Natural Resources Committee Chairman Doc Hastings (R-WA) writes in Roll Call that “House Republicans have heard the American people’s demand for increased American energy production and we’re ready to act.”

The Obama Administration, on the other hand, “has never missed an opportunity to block access to our American energy resources,” says Hastings. He says the White House approach to stopping American energy production is to “block, delay, and tax” – and the result has been higher prices and fewer jobs:

BLOCK: “When President Obama was elected,” Hastings says, “nearly all of our offshore areas were open to offshore drilling. Since then, President Obama has systematically locked-up the entire Atlantic Coast, the Pacific Coast and much of Alaska — preventing the creation of over 1.2 million jobs.” CNN released a survey showing seven in 10 Americans back expanded offshore energy production.

DELAY: “The Obama administration has delayed permits for renewable energy projects, such as wind and solar, on public lands,” and “first delayed and then significantly altered the oil shale research, demonstration and development (RD&D) lease program.” It is also “slow-walking permits for production in Alaska’s north slope.” A recent Congressional hearing showed job losses continue to mount due to this de facto moratorium on energy production.

TAX: The Administration “was out front and center pushing for a job-destroying cap-and-trade national energy tax” (which, he notes, even the president said would make energy prices “necessarily skyrocket”) and is “advocating for increasing taxes on American energy producers.” Hastings notes that “the White House has admitted this will do nothing to lower gasoline prices.” (emphsis mine)

New Poll Numbers Out

All I can say is IT'S ABOUT TIME:

The Pew Research Center for the People & the Press has a new survey out. It was conducted in association with the Council on Foreign Relations. Though the headline on the poll is Declining Public Support for Global Engagement, it contains sections on energy and Iraq that provide some interesting information that isn’t breaking through in the current news environment.

Section 2, Views of Iraq and Afghanistan contains poll data that, a few months ago, would have been given considerable coverage. For example:

58 percent of respondents now say the war in Iraq is going well or very well. This is a 14 percent increase since June, and the highest rating on this question in more than four years.
Positive perceptions of the war increased since June by 15 percent among women, and by 17 percent among independents.
58 percent also now say that the U.S. will definitely or probably succeed in Iraq. A year ago, 47 percent predicted failure.

Section 3, Opinions About Energy Policy, also has interesting data. For example:

A solid majority (55 percent) now support drilling in ANWR. That’s an increase of 13 percent—just since February—including 52 percent of independents. As the report puts it, “Support for ANWR drilling has increased across demographic groups.”
Respondents overwhelming support an “all of the above” approach to energy independence, with more than two thirds of respondents supporting everything from drilling in coastal waters to greater fuel efficiency, development of renewable fuels and increased fuel efficiency.
Support for offshore exploration “garners the same level of support in coastal states as it does elsewhere.”

Respondents were evenly split on the nation’s overall energy priorities:
“45% say that expanding exploration, mining, and drilling, and the construction of new power plants should be the more important priority, while 47% say the priority should be on more energy conservation and regulation on energy use and prices.”
That’s a sharp change from February, when 35 percent favored increased exploration, etc., and 55 percent conservation and regulation as the priority.

Energy Independence and Security
All Americans are acutely aware of the energy crisis our nation faces. Energy costs are spiraling upward, food prices continue to rise, and as a result, our entire economy suffers. This winter, families will spend for heat what they could have saved for college, and small businesses will spend for fuel what could have covered employee health insurance.
Our current dependence on foreign fossil fuels threatens both our national security and our economy and could also force drastic changes in the way we live. The ongoing transfer of Americans’ wealth to OPEC – roughly $700 billion a year – helps underwrite terrorists’ operations and creates little incentive for repressive regimes to accept democracy, whether in the Middle East or Latin America.
It didn’t have to be this way, and it must not stay this way. Our nation must have a robust energy supply because energy drives prosperity and increases opportunity for every American. We reject the idea that America cannot overcome its energy challenges – or that high gasoline prices are okay, as long as they are phased in gradually. We reject half-measures and believe “No, we can’t” is not a viable energy policy.
Together we can build a future around domestic energy sources that are diverse, reliable, and cleaner. We can strengthen our national security, create a pathway to growing prosperity, and preserve our environment. The American people will rise to this challenge.

Growing Our Energy Supply
We must aggressively increase our nation’s energy supply, in an environmentally responsible way, and do so through a comprehensive strategy that meets both short and long term needs. No amount of wishing or hoping can suspend the laws of supply and demand. Leading economists agree that any actions that will increase future energy supplies will lead to lower energy prices today. Increasing our production of American made energy and reducing our excessive reliance on foreign oil will:
Bring down the high cost of gasoline and diesel fuel.
Create more jobs for American workers.
Enhance our national security.
In the long run, American production should move to zero-emission sources, and our nation’s fossil fuel resources are the bridge to that emissions-free future.

Growing American Energy Production
If we are to have the resources we need to achieve energy independence, we simply must draw more American oil from American soil. We support accelerated exploration, drilling and development in America, from new oilfields off the nation’s coasts to onshore fields such as those in Montana, North Dakota, and Alaska. The Green River Basin in Colorado, Utah, and Wyoming offers recoverable shale oil that is ready for development, and most of it is on federal lands.
To deliver that energy to American consumers, we will expand our refining capacity. Because of environmental extremism and regulatory blockades in Washington, not a single new refinery has been built in this country in 30 years. We will encourage refinery construction and modernization and, with sensitivity to environmental concerns, an expedited permitting process.
Any legislation to increase domestic exploration, drilling and production must minimize any protracted legal challenges that could unreasonably delay or even preclude actual production. We oppose any efforts that would permanently block access to the coastal plain of the Arctic National Wildlife Refuge.

Nuclear Power: the Earth’s Clean Future
Nuclear energy is the most reliable zero-carbon-emissions source of energy that we have. Unwarranted fear mongering with no relationship to current technologies and safeguards has prevented us from starting construction of a single nuclear power plant in 31 years. Meanwhile, the U.S. Navy has for decades relied upon nuclear-powered vessels, and other nations have harnessed nuclear power to provide a major portion of their energy consumption. There is no reason why the United States cannot catch up and do the same. Confident in the promise offered by science and technology, Republicans will pursue dramatic increases in the use of all forms of safe, affordable, reliable – and clean – nuclear power.
As new plants are constructed using the highest safety and operation standards, the nation’s industrial and manufacturing base will be rejuvenated. The labor force will expand, with nearly 15,000 high quality jobs created for every new nuclear plant built – and those workers will lead the nation away from its dependence on foreign oil.

Solar, Wind, Geothermal, Hydropower
Alternate power sources must enter the mainstream. The technology behind solar energy has improved significantly in recent years, and the commercial development of wind power promises major benefits both in costs and in environmental protection. Republicans support these and other alternative energy sources, including geothermal and hydropower, and anticipate technological developments that will increase their economic viability. We therefore advocate a long-term energy tax credit equally applicable to all renewable power sources.
Republicans support measures to modernize the nation’s electricity grid to provide American consumers and businesses with more affordable, reliable power. We will work to unleash innovation so entrepreneurs can develop technologies for a more advanced and robust United States transmission system that meets our growing energy demands.

Clean Coal (We're doing that right here in the Old Dominion)
Although alternate fuels will shape our energy future, coal – America’s most affordable and abundant energy resource and the source of most of our electricity – remains a strategic national resource that must play a major role in energy independence. We look to innovative technology to transform America’s coal supplies into clean fuels capable of powering motor vehicles and aircraft. We support coal-to-liquid and gasification initiatives, just as we support investment in the development and deployment of carbon capture and storage technologies, which can reduce emissions. We firmly oppose efforts by Democrats to block the construction of new coal-fired power plants. No strategy for reducing energy costs will be viable without a commitment to continued coal production and utilization.

Natural Gas
Natural gas is plentiful in North America, but we can extract more and do a better job of distributing it nationwide to cook our food, heat our homes, and serve as a growing option as a transportation fuel. Both independently and in cooperation with alternative fuels, natural gas will be an essential part of any long-term energy solution. We must ensure it gets to consumers safely and quickly.

Energy Cooperation
We embrace the open energy cooperation and trading relationship with our neighbors Canada and Mexico, including proven oil reserves and vast, untapped Canadian hydroelectric generation.

Reducing Demand for Fossil Fuels
While we grow our supplies, we must also reduce our demand – not by changing our lifestyles but by putting the free market to work and taking advantage of technological breakthroughs.
Increase Conservation through Greater Efficiency
Conservation does not mean deprivation; it means efficiency and achieving more with less. Most Americans today endeavor to conserve fossil fuels, whether in their cars or in their home heating, but we can do better. We can construct better and smarter buildings, use smarter thermostats and transmission grids, increase recycling, and make energy-efficient consumer purchases. Wireless communications, for example, can increase telecommuting options and cut back on business travel. The Republican goal is to ensure that Americans have more conservation options that will enable them to make the best choices for their families.

New Technologies for Cars and Other Vehicles
We must continue to develop alternative fuels, such as biofuels, especially cellulosic ethanol, and hasten their technological advances to next-generation production. As America develops energy technology for the 21st century, policy makers must consider the burden that rising food prices and energy costs create for the poor and developing nations around the world. Because alternative fuels are useless if vehicles cannot use them, we must move quickly to flexible fuel vehicles; we cannot expect necessary investments in alternative fuels if this flexibility does not become standard. We must also produce more vehicles that operate on electricity and natural gas, both to reduce demand for oil and to cut CO2 emissions.
Given that fully 97 percent of our current transportation vehicles rely on oil, we will aggressively support technological advances to reduce our petroleum dependence. For example, light-weight composites could halve the weight and double the gas mileage of cars and trucks, and together with flex-fuel and electric vehicles, could usher in a renaissance in the American auto industry.

The No. 1 economic issue this election is gasoline prices at the pump. The tax-hike effect of surging oil on global markets that has translated to a huge spike at your local gas station has drained the economy of its vitality. It has damaged consumer purchasing power, made it tougher to pay mortgages on time, worsened the credit crunch, raised the inflation rate, undermined corporate profits and thrown stocks into the first bear market in five years.
Of course, with all the political hoopla from the Denver Democrats, it's easy to forget the populist revolt against high gas prices at the pump. Sen. Obama never mentioned skyrocketing pump prices or their devastating economic impact on ordinary working-class folks. But this is the energy election. It will determine our future peace and prosperity. And Alaska Gov. Sarah Palin has the energy answer: Our abundant country can produce more energy at lower cost if government gets out of the way.
Coming from the natural-resource rich state of Alaska, Palin is an experienced energy expert. She knows more about the economics of energy than Sens. McCain, Obama or Biden. And in this year of the oil-shock economy, Palin's role will be absolutely crucial.

"Obama is way off-base on all that. I think those politicians who don't understand that we need more domestic supply of energy flowing into our hungry markets (are) living in la-la land. And we're in a world of hurt if their agenda continues to be to lock up these safe, secure domestic supplies of energy."

That's what Palin told me in a CNBC interview in late June. I call it drill, drill, drill. But in fact it's a full-throated America-first energy policy that will create millions of high-paying jobs with complete government deregulation and decontrol of the full menu of energy sources: oil, natural gas, nuclear, clean coal, shale and the alternative fuels of wind, solar and cellulosic.

My initial reaction was "Not fair! Republicans are evil for running a hottie swimsuit model." Or writing something pithy about "the Beauty and the Beast Campaign."

If thats the best they got, we are in for a booooooring campaign, cause this crap will get old quick around here and I will delete and block anyone who continously comments on her appearence and refuses to engage in honest and open debate.

Palin Speaks to Newsmax About McCain, Abortion, Climate Change

(Sarah Palin has emerged as John McCain's vice-presidential running mate. Palin talked to Newsmax magazine for its upcoming September 2008 issue about Alaskan oil, global warming, and John McCain.)

Alaska Gov. Sarah Palin is a God-fearing, gun-toting former beauty queen who could just become America’s next vice president.

In Alaska, the right to bear arms means staying on top of the food chain. Palin, a lifelong member of the National Rifle Association, hunts, shoots, and fishes.

Husband Todd holds a commercial fishing license for salmon. In the mid-1990s, when Todd got a job working on Alaska’s North Slope, Palin decided to occupy herself by becoming mayor of Wasilla, the state's fastest-growing community.

As mayor, she gradually grew frustrated with Alaska’s “good ol’ boy” style of governance -- so she decided to do something about it. She ran for governor in 2006 and won, defeating popular former Democratic Gov. Tony Knowles.

Palin’s victory made her Alaska's first female chief executive, and its youngest.

Now, many insiders believe this 44-year-old mother of five would add a strong conservative presence to the GOP ticket.

Palin tells Newsmax that it’s high time Congress allows the development of Alaska’s wealth of oil and gas. She doubts global warming stems from human activity, and she considers herself both a fiscal and social conservative.

Are you open to running as McCain’s vice president?
Palin: I have so much on my plate as governor, it’s hard to even imagine such an offer. I would just have to cross that bridge when it comes.

What do you think of McCain’s chances, and what should he and the GOP do to win in November?
I believe John McCain will be our next president. To win, he needs to continue his message that America needs leadership devoted to the public interest -- not the special interest. The GOP needs to live the planks of its platform, not just offer lip service.

How did you pull off your election victory as governor?
Alaska was ready for a positive change and tired of the good ol’ boy network. It caused many Alaskans to lose faith in their government. People want faith in their government. I have been able to pass a comprehensive reform law and place the state's checkbook online. You can be a reformer and also be a conservative.

And your stand on abortion?
I'm pro-life. I'll do all I can to see every baby is created with a future and potential. The legislature should do all it can to protect human life.

Politically, how would you describe yourself?
Fiscally and socially, I am a conservative. My respect for the three different branches of government and the balance between them has been my guide.

If you were running for president, what causes would you champion?
I would push for a strong military and a sound energy policy. I believe that Alaska can help set an example on energy policy.

Speaking of energy, how much oil and gas does America really have?
We have billions and billions of barrels of oil and trillions of feet of natural gas. We have so much potential from tapping our resources here in Alaska. And we can do this with minimum environmental impact. We have a very pro-development president in President Bush, and yet he failed to push for opening up parts of Alaska to drilling through Congress -- and a Republican-controlled Congress, I might add.
I thought when we hit $100 a barrel for oil it would have been a psychological barrier that would have caused Congress to reconsider, but they didn't. Now we are approaching $200 a barrel. It's nonsense not to tap a safe domestic source of oil. I think Americans need to hold Congress accountable on this one.

What is your take on global warming and how is it affecting our country?
A changing environment will affect Alaska more than any other state, because of our location. I'm not one though who would attribute it to being man-made.
