A flat tax, while simple, assumes everyone will file a return. A much better remedy is an NRST.
This will insure everyone pays something and will tap the vast economic resources of what is referred to as The Underground Empire. That part of our society based solely on cash transactions. Collect the tax when the money is spent, not earned. Even drug dealers and hookers will pay a little into the system every time they buy something. That's fair and even-handed.
